European states and violence against women

The Convention on preventing and combating violence against women and domestic violence entered into force in 2014. Its aim is to create a legal framework at pan-European level to 'protect women against all forms of violence, and prevent, prosecute and eliminate violence against women and domestic violence.'

The states highlighted in blue signed and ratified the Convention. All the others have not done so. Given the extent of domestic violence, shouldn't the ratification of the Convention be one of their priorities?
